Safety is always the most important aspect of a well operated train network.

Ideally the Light Signal can be used either with the Train Station, next to the Railway Crossing, with the Magnetic Action-crossing or even alongside a bridge or the Car Park. But as it is your world, just let your imagination run free and place the Light Signal anywhere in your world.
